It states that you must RSVP in order to participation in the upcoming Beta.
Check your inboxes for this email, and click [Respond Now!].

Tester start dates are determined by order of acceptance.
You'll receive an e-mail later this week with your start date and time.

Note:
SWTOR.com is currently unavailable for scheduled maintenance.
It should be backup in about 30mins from this post.

Once you're able to Accept the Invite, remember to log into the Game Testing Portal and download the client.
It's a fairly large installation, and depending on the server load and your R2 unit, it could take a while.
